| 内容記述 | 経済のグローバル化に伴い国境を越えた看護師の移動が増加している。特に、開発途上国から先進国への移動の増加は途上国における人材不足とも重なって、倫理的側面を含む課題を生み出している。また、移動した外国人看護師が、受入国においてその能力を正しく評価され、人権を保障され、労働条件やキャリア開発の面でも公平に扱われ、持てる能力を発揮し、受入国における福利厚生に寄与できるようにすることも課題となっている。英国では看護師不足解消の手段として海外で教育・訓練を受けた外国人看護師を受け入れてきており、特に1990年代半ばよりその流入は急増している。英国の看護師資格は一定の教育課程を修了したことにより与えられる。英国で看護師として働くためには必ず看護助産師協会(NMC)に登録しなければならない。NMCはEU以外の外国人看護師の登録に当っては、全員必須の受入研修である「海外看護師研修プログラム(ONP)」の受講を義務づけている。研修は必須研修(PL)と申請者の経歴により異なる3〜9ヵ月間の「監督下での臨地実習(SP)」よりなる。受入研修は、NMC、大学などの教育機関、病院や介護施設などの保健医療サービスの供給者の三者のパートナーシップによって行われる。本稿では、英国における外国人看護師受入過程と受入研修について報告し、今後日本において、外国人看護師受入にあたり大学が果たす役割を考えるためのヒントを提示する。 | |||||||||||||

| 内容記述 | The globalization of the economy and the shortage of nurses in developed countries have caused and increase in migration of nurses from developing countries need to evaluate the ability of overseas trained nurses and to guarantee them fair treatment and full protection of human rights. UK, which is one of well known recipient countries overseas trained nurses, requires all overseas trained nurses to be registered at the Nursing and Midwifery Council (NMC). They have to take the Overseas Nursing Programme (ONP) as the precoundition for registration. The Programme is composed of 20 working days' Protected Learning (PL) and Supervised Practice under the supervision by a mentor. The contents and period of the SP are decided by the MNC based on the educational level and practical experiences of overseas trained nurses. One of the unique points of the ONP is that it is based on the tripartite partnership; namely, NMC, health service providers, and educational institutions, including universities. The author of this report will explain the process and contents of ONP with special focus on the role of the educational institutions, especially a university. This report will emphasize that the involvement of a university in the tripartite partnership is one of the measures to guarantee the quality of adaptation program and to prevent the immigrant nurses from latent exploitation. |
