The purpose is to get the basic data of personnel development program for the Red Cross nurses who will be engaged in the international activities. The results of the research showed that the nurses were highly motivated in international activities. Especially the nurses in twenties and early thirties with a little experience had high motivation and were learning foreign languages. It was remarkable that the nurses graduated from college had a high motivation and  were learning foreign languages. This research also gave us some suggestions for development of \"international rescue operation career development ladder as a continuous education of undergraduates and graduates\" and application of
