As members of the institutional review board (IRB) of the clinic since 2009, we describe in this report the outline of IRB, JISART guideline, the decision-making process for approval of applied treatment projects and the opinions and attitudes of the persons concerned towards issues related to egg donation and children to be born, and discuss social and legal problems associated with lack of governmental regulation of ART practices in this country. Based on the discussion, we point out urgent need of governmental regulation of ART in order to protect children to be borne from social prejudice against ART practice and propose the highest priority to be set on their welfare for arguments toward the
