地域と連携して大学が取り組む災害支援の構築のための基礎調査 Basic research : Construction of disaster relief collaborating with local community in our college チイキ ト レンケイ シテ ダイガク ガ トリクム サイガイ シエン ノ コウチク ノ タメノ キソ チョウサ FUKUSHIMA, Ayako 福島, 綾子 フクシマ, アヤコ YOSHINAGA, Muneyoshi 吉永, 宗義 ヨシナガ, ムネヨシ UEMURA, Tomoko 上村, 朋子 ウエムラ, トモコ 小池, 伸享 KOIKE, Nobuyuki コイケ, ノブユキ SONODA, Yuki 苑田, 裕樹 ソノダ, ユウキ 三亀, 恭子 MIKI, Kyoko ミキ, キョウコ ©2016 日本赤十字九州国際看護大学 災害支援 地域防災 災害訓練 防災・減災 disaster relief community disaster prevention disaster drill disaster prevention and mitigation application/pdf 日本赤十字九州国際看護大学（以下、本学とする）は、立地する宗像市と「災害時における支援協力に関する協定」を締結しているが、その具体的な内容についてこれまで十分な検討は行われていない。赤十字の看護大学という本学の特色を生かし、地域防災における本学の貢献の在り方を検討するための調査として本研究に取り組んだ。 他大学の取り組みとして、日本赤十字北海道看護大学、災害対策教育センターの厳冬期を想定した大規模災害発生時の訓練についての聞き取りを行った。また、三重大学が三重県と連携して取り組む防災・減災対策の構築について研修会資料をもとに検討を行った。宗像市の災害対策本部設置図上訓練に参加し、防災担当者と意見交換を行った。地域防災における「赤十字」としての取り組みについて、日本赤十字社九州八県支部合同災害救護訓練の視察と、日本赤十字災害看護セミナーに参加した。 これらの情報収集の結果、本学の課題として大規模災害マニュアルの内容を検証する必要性があることが明らかとなった。本学が赤十字の看護大学という特色を生かしながら地域貢献するためには、まず本学が災害発生時の体制を整備することが必要である。本年度は情報収集にとどまったが、明らかになった課題に取り組むことで、本学の学生、教職員の災害に対する意識を高めることにもつながり、本学の特色を生かした地域貢献の在り方について検討するための機会となると考える。 Japanese Red Cross Kyushu International College of Nursing has announced an agreement with Munakata City regarding the provision of cooperative support in times of disaster. However, the agreement’s specific contents have not yet been fully examined. The present research was designed to study how the features of the Red Cross and Nursing College could best be applied to regional disaster prevention and response activities. We investigated several activities happening at other universities. A epresentative of the Disaster Prevention Center at Japanese Red Cross Hokkaido College of Nursing explained that the school’s activities, including operation of a shelter during the winter. We attended a workshop describing the activities at the Mie Disaster Mitigation Center. We also participated in a disaster drill in Munakata City, and we discussed issues related to the collaboration between our college and Munakata City. We inspected disaster training activities conducted by the Kyushu district of Japanese Red Cross Society. Finally, we participated in a seminar sponsored by the disaster nursing activities committee of Japanese Red Cross Society of Nursing Science. As a result of these investigations, the priorities that our college should address became certain. To best contribute to the region’s disaster preparedness, the adequacy of existing large-scale disaster manuals needs to be verified and a system guiding our response to various types of disasters needs to be developed. In this first year of our work, only the above-mentioned investigations could be conducted. However, we believe that by working on the identified tasks, we will be able to raise students’ and faculty members’ awareness regarding disaster preparedness.
