| 内容記述 | 近年、災害は大規模化・多様化し、日本各地で大震災や豪雨災害が多発している。九州においても、熊本地震などの大震災や、九州北部豪雨などの豪雨被害が発生している。日本赤十字九州国際看護大学の位置する福岡県宗像市には、西山断層帯があり、宗像市街で震度６強の地震が発生すると予測されている。また、最寄りの赤間駅周辺は過去に何度も風水害による浸水被害が発生しており、本学の学生、教職員が多く利用する場として警戒が必要である。 本学では災害対応マニュアルが整備されているが、マニュアルを用いた訓練を過去に実施した経験はなく、その実用性について検証はされていなかった。多種多様な災害が全国各地で発生していることから災害対策の構築は喫緊の課題である。今回、危機管理委員会を主体として、本学災害対応マニュアルの改訂と発災時の対応能力向上に取り組んだ。災害訓練では、CSCA の原則に沿って、組織構成とアクションカードを用いた対応が可能となった。安否確認ツールには災害時の送受信を可能とし、一括集計で迅速化と効率化を図るためOffice とGoogle フォームを活用したクラウド型安否確認ツールを導入した。これらの結果を踏まえ、BCP を強化した災害対応マニュアルを改訂する予定である。今回、重点的に取り組んできた、災害訓練、研修、安否確認ツールの構築の成果と今後の課題について報告する。 |

| 内容記述 | Disasters have become large-scaled and diversified in recent years, and a considerable number of earthquakes and heavy rain disasters frequently occur in various parts of Japan; for example, the Kumamoto earthquake and torrential rains that occurred in the northern region of Kyushu. With the Nishiyama fault zone also located in Munakata City, Fukuoka Prefecture, where the Japanese Red Cross Kyushu International College of Nursing is located, an earthquake with a seismic intensity of 6 is predicted to occur. In the past, disasters caused by strong winds and floods have repeatedly occurred in the vicinity of the Akama Station, nearest to our university; therefore, students and faculty members of our university should be vigilant. Disaster response manuals have been prepared and are accessible at our university. However, training using the manuals has never been conducted in the past, and their practicality has not been verified. Because various kinds of disasters occur throughout the country, establishment of disaster countermeasures is urgently required. This time, the crisis management committee was chiefly engaged in revising the manual to enable effective handling of disasters that might occur in the vicinity of our university and to improve response capabilities at the time of a disaster. According to CSCA principles, disaster drills were found to be effective in responding to different disasters using the organization structure and action cards. A cloud-type safety confirmation tool utilizing Office and Google Form was introduced, which made it possible to send and receive information in the case of a disaster, speeding up and increasing efficiency by collective counting. Based on these results, it has been proposed to revise the disaster response manual reinforcing BCP, with a focus on the safety confirmation tool. The results of the construction of disaster training, training, safety confirmation tool, and future issues will be reported. |
