Exploring the possibility to establish the welfare evacuation center at Japanese Red Cross Kyushu International College of Nursing : changes in the environment and effects on the human body

We have been working on creating a structure of the welfare evacuation center after initiating the 2016’s president designated study. In 2017 school year, a hearing investigation against facility managers who operated the welfare evacuation centers at Kumamoto earthquake was administered and challenges of the welfare evacuation center as public accommodation were discovered and made clear. In 2019 school year, it is necessary to find out by empirical research, where is the better place for making the welfare evacuation center fully function and how many evacuees our assumed evacuation place provides accommodation. The aim of this study is to identify challenges for operating the welfare evacuation center simulating a seismic disaster. As a measure of researching, taking reading of changes of outside temperature, indoor temperature and humidity of three places such as Oval Hall, gymnastic hall and practical rooms which were expected as the welfare evacuation center, the body temperature, pulse and blood pressure of participants aging from 20 to 70 years old were measured as fundamental vital signs, using their subjective fatigue as subjective
evaluation.
The following results were found out; indoor temperature has a tendency to decline gradually and showed similar temperature of Oval Hall and practical rooms; outdoor temperature indicated the same one of Oval Hall and gymnastic hall; a little influence of declining temperature was found in practical.
